About AGHA

Algeria Ground Handling Aviapartner (AGHA) is a joint venture combining local expertise with Aviapartner's international experience in airport ground handling, cargo, executive aviation and aviation training. Aviapartner operates across an extensive international airport network and delivers passenger, ramp, cargo and aviation support services through a workforce of thousands of aviation professionals.

To support the launch and growth of our activities at Algiers International Airport, we are seeking an experienced, hands-on HR & Administration Manager / Senior HR Business Partner.

Position Purpose

The HR & Administration Manager will establish, manage and continuously improve AGHA's Human Resources and General Administration functions.

The successful candidate will build the HR department from the ground up, implement HR systems and processes, oversee recruitment and training activities, ensure compliance with Algerian labour regulations, support management teams and coordinate headquarters administrative services.

As a member of the AGHA Management Team, the position plays a key role in supporting the company's operational readiness, growth and long-term organisational development.

 

Key Responsibilities

  1. Human Resources Leadership

  • Develop and implement AGHA's HR strategy.

  • Establish HR policies, procedures and governance frameworks.

  • Act as trusted advisor to the Managing Director and management team.

  • Support organisational design and workforce planning.

  • Ensure compliance with Algerian labour legislation and regulatory requirements.

  • Build a positive employee relations culture.

  • Develop and monitor HR KPIs and reporting.

2. Recruitment & Workforce Planning

  • Develop recruitment plans aligned with AGHA's start-up and growth phases.

  • Manage end-to-end recruitment activities.

  • Coordinate job descriptions and organisational structures.

  • Establish onboarding programmes for all employees.

  • Manage probationary reviews and workforce planning.

  • Develop talent identification and succession planning initiatives.

  • Build relationships with universities, aviation schools and recruitment partners.

3. HR Operations & Employee Administration

  • Establish and maintain all employee records and personnel files.

  • Oversee payroll processes and time-attendance systems.

  • Administer leave management and benefits programmes.

  • Manage disciplinary procedures and employee grievances.

  • Ensure confidentiality and integrity of HR records.

  • Produce workforce analytics and management reports.

4. Training & Competency Management

  • Design and implement AGHA's annual training plan.

  • Coordinate training activities with Aviapartner Academy and operational departments.

  • Maintain competency matrices and training records.

  • Ensure compliance with aviation, safety, security and operational training requirements.

  • Monitor qualifications, certifications and recurrent training schedules.

  • Support leadership development and management training initiatives.

Aviapartner identifies aviation training as a dedicated area of expertise through Aviapartner Academy.

5. HR Systems & Process Improvement

  • Lead the implementation of HR information systems (HRIS).

  • Digitise HR processes and workflows.

  • Develop employee self-service capabilities where applicable.

  • Establish HR dashboards and performance metrics.

  • Ensure data quality and reporting accuracy.

  • Drive continuous improvement initiatives.

6. General Administration

  • Oversee AGHA headquarters administration activities.

  • Manage office facilities and administrative service providers.

  • Coordinate employee travel arrangements and accommodation requirements.

  • Manage company vehicles and administrative assets.

  • Coordinate airport access permits, badges and administrative authorisations.

  • Maintain company policies, procedures and document control systems.

  • Ensure proper archiving and records management practices.

7. Employee Relations & Labour Affairs

  • Serve as AGHA's focal point for labour-related matters.

  • Support consultation and dialogue with employee representatives and unions.

  • Ensure compliance with collective agreements and applicable regulations.

  • Conduct investigations when required.

  • Support conflict resolution and disciplinary processes.

  • Promote employee engagement initiatives.

The Senior HR Business Partner role at Aviapartner specifically highlights employee relations, labour relations and management coaching as key responsibilities.

Job requirements

Education

  • Bachelor's degree in Human Resources, Business Administration, Law or related discipline.

  • Master's degree considered an advantage.

Experience

  • Minimum 8 years of progressively responsible HR experience.

  • Minimum 5 years in an HR Business Partner, HR Manager or equivalent leadership role.

  • Experience in aviation, logistics, transportation, industrial operations or large service organisations preferred.

  • Experience implementing HR systems and processes.

  • Experience managing recruitment, training and employee relations.

Technical Knowledge

  • Strong knowledge of Algerian labour law.

  • Understanding of payroll and HR administration practices.

  • Experience with HR management systems.

  • Proficiency in Microsoft 365 applications.

  • Knowledge of organisational development and change management principles.

 

Languages

  • Fluent French.

  • Strong English.

  • Arabic

  • Establish payroll and workforce administration processes.

  • Implement HR policies and procedures.

  • Develop management reporting and workforce analytics.

  • Ensure HR readiness for future operational, regulatory and quality audits.
